We handle hiring and onboarding of employees (including I9 compliance processing), coordinate their benefit elections and tax withholdings and applicable garnishments and process payroll according to your established schedule. Employee Management
Whether our clients operate under a PEO or ASO relationship, our team consults with client representatives to develop or maintain initiatives designed to manage the employees throughout the employment lifecycle. This starts with a review and update (or initial development) of employee handbooks, standards of conduct, policies regarding absences and safety (including substance abuse) and employment-related communications, policy reviews to assure compliance with OSHA, EEOC, FMLA, COBRA, and other pertinent policies, reviewing leave policies (PTO, vacation, sick leave, bereavement, jury duty, holidays, etc.) and establishing the safe workplace practices.
We manage hiring and onboarding activities, assure benefits are offered to new hires and work with them through their open enrollment period(s), coordinate employee performance reviews and/or counseling, changes in status (leaves of absence, transfers, promotions, demotions, and termination). We also work with your team to implement programs designed to reinforce your culture, enhance employee satisfaction, and improve retention.
DCAA Compliant Time Keeping and Job Cost Reporting
Integral to our clients’ needs is the requirement to assure employees are appropriately recording time spent on the various projects they are assigned to. As part of initial implementation, we work with clients to review project information and identify job codes that map to each contract and line item needed. We then help map the job codes applicable to each employee. We coordinate with the appropriate client representatives to establish the process for activating and deactivating job codes as the business needs change. The timekeeping information is transferred to the payroll module and becomes the basis of job cost reporting.
SCA Oversight
Working with clients, PEO-GOV reviews each contract and Wage Determination (WD) as part of employee onboarding. We review bona fide benefit programs and work with clients to determine what their Health & Welfare (H&W) policy(ies) are for each contract. Holiday, vacation, and sick leave policies, as defined within the WD, are incorporated within the time keeping system. We assure proper classification and payment of wages and H&W (as applicable). Reporting to the employee (via pay stubs) is set up in compliance with SCA requirements. We interface with clients to establish the tracking needed to monitor leave balances for SCA employees. We monitor SAM.GOV for WD updates and assist clients with preparing requests for equitable adjustment for contract option periods.
Security (FSO) Management Services
PEO-GOV clients with Facility Security Clearances (FCL) have access to our security team for help with the administration and management of their FCL. We will validate candidate clearances are active on your behalf and can assist in coordinating Visitor Access Requests (VAR) for personnel either assigned to or visiting classified sites. We can coordinate with cleared personnel for renewal actions.
Strategic Benefit Options
Our clients have access to a wide variety of benefits, including traditional, ancillary, and optional insurance plans, Flexible Spending Accounts, 401(k) plans and additional programs such as LifeLock, basic legal consulting, access to discounted gym memberships, etc. Our team consults with clients regarding the types of plans and contribution sharing that meet company requirements. Our agency polls the market at least annually to look ensure the policies and rates offered are the most competitive to meet our needs. We review the updated options with clients prior to the annual open enrollment period and conduct open enrollment throughout the year for new hires and annually for existing employees. We provide COBRA/HIPPA support and handle 5500 filings.
